Lower pipe leaking on side of house?

Hey all,

My renter just notified me that this pipe has had water coming from it for a couple months (although I'm just now hearing about it)... It's not just a drip, more like a flow. It is on the garage side wall of the house and on the inside wall is the water heater (which is maybe a year old).
I believe the AC drip pipe is on the opposite side of the house. Also, it is a consistent stream, not just certain times of day or anything.

Anyone familiar with why this pipe (if it is the water heater or not) might be dripping like this?

Couldn't attach the video, so I took a screenshot of it, I think you can see the stream of water coming down.

The relief valve on the water heater might be bad. Shut of the water to the heater and see if the flow stops.
 
Pressure relief valve. Either bad valve or tank is exceeding the relief pressure(valve doing its job). If it runs all the time likely bad valve. You can flip the lever on the valve and try to purge pressure and it should then stop flowing.

We have a few real plumbers on the site that can add elaborate more.
