The internet jumped to conclusions and assumed that the shooter set it up. Conspiracy nuts went wild with everything from he brought the ladder and set it up to his .gov accomplices set it up for him. Nobody seemed to consider that maybe the ladder was set up after everything went down.
Reality was he able to access the roof via the AC units. Still the conspiracies won’t die.

What appears to be real news is that most of what appeared to be secret service agents may not have been. They may have been Homeland Security folks being used in this role.

So apparently the assassin kid DID have a drone, and used it to recon the area and select the best location to position himself for an attempt at a shot. He then put it away in his car before moving out to his selected spot, and the investigators found it when they searched the car.
