Disabled students survival in shootings or fires or disasters should be planned for ahead of time by hardening their facilities while providing exits and equipment for fires or storms.
When the s*** hits it I expect the people who take responsibility for those kids to be prepared and able to give them the best chance just like I expect the first armed officers to run to the gunfire. The rest is uncontrolled and what happens is what happens.
Have a plan. Work the plan. That's all you can do. We all assume certain risk based on our choices.
