Why would there be any charges? Nothing happened in Illinois, the state in which Lake County resides. All the charges being brought occurred in Wisconsin, not Illinois.

Basically they spent weeks trying to find some reason to also charge him in Illinois. This just shows that as hard as they could try, the finally had to admit they had nothing.
