I have a friend who is a resident of AZ. He owns a handgun he purchased while living in Washington. He is wanting to sell the handgun, I am interested in purchasing it. Are there any legal issues? Does it need to go through an ffl because of Washington registration requirements?

This is America, not communist Washington.

You hand him cash, he hands you gun. End of transaction.
 
The only requirement in AZ is that the buyer of a handgun be an AZ resident and not a prohibited possesor (felon). Everything else depends on the paranoia of the seller but is not a requirement.

Simple in a somewhat free State
CA, OR, WA, NY. DC etc. those communist states can go pound sand

Being an old fart I forget those things, but, yup.
 
When I moved from Marylandistan I felt the same way. I will be selling ammo and guns because I have a move coming up as well. I have read that some ask for AZ CCW and License to try and cross T's and dot I's to week out prohibited possessors.
 
You may want to have him check what’s required of him to remove his registration from the state of WA. While you can simply make the sale in AZ between residents it might still be tied to him name in WA.

I once bought something from a friend from CA. We had to use an FFL to complete so he could submit paperwork to remove it from his name in CA. Won’t do that again
