Pretty good games and for the price, can't go wrong with either one. They are still creating new content for the Division 2. You do not need to have played Division 1 to get into the Division 2. Frankly, the Division 2 is REALLY good. I've spent countless hours playing it and am still utterly amazed at the detail that went into this game. The streets are very nearly a 1:1 with the real DC street locations and it's an open-world looter-shooter that you can play in co-op, solo, PvE, PvP, PvPvE and other modes. You can play it at a very basic level and do well, or you can get really in-depth (crafting weapons, raids, etc.). If you haven't played either one, get the Division 2 with Warlords of NY. That lets you play in DC and NY and gives you all the content of the game for under $11.

They fix the bullet sponge feeling that Div1 had? I remember combat felt kind of unsatisfying when each enemy took a mag or two to fell.

Not sure I agree with this. I only played Division 1 for about 20 hours total, but if they were to have the game let you drop enemies with 2 shots - and conversely, you'd get downed with 2 or 3 shots - you'd have a lot of frustrated game owners that couldn't move 100 yards in the huge open-world game without getting killed in a firefight where the point of the battles is that you're always vastly outnumbered.

In Division 2, to answer your question: it depends on your loadout, weapons, gear and game difficulty level. You can set the overall world settings which only affects the armor and life that enemies have. If you want to be able to down them all with 1-2 shots, just keep it on the "story" mode and you will mow through them all. I play with the game on the hardest level (there are 5 difficulty levels: story, hard, challenging, heroic and legendary), which gives the enemies a lot of armor, health and the ability to regenerate their armor (swap SAPI plates), heal, etc... but if you have the right gear and you headshot them, they go down with a few shots (entire mags are not needed). Video games have to balance playability with realism. Some skew more towards "realism" (think Tarkov, Squad, etc) and some skew more towards playability (CoD, Counterstrike, etc). If you look at which sells more, you will clearly see that playability always trumps realism to an exponential degree - so they cater to what players want.
