My job worked next to a private lot that a towing company used in Mesa, every time a car was brought in the tow driver would open all the doors and spend time looking through every nook and cranny including the trunk, I imagine for anything of value.
I once yelled at him if he had found anything and he laughed and said nope only a non-winning scratch ticket, didn't even hide what he was doing.

I thought it was common knowledge that tow truck drivers and tow yard employees steal everything left in the vehicle. Most of those guys are felons anyway.
