In my professional opinion , coming from a non professional.
Having something that looks like a gun for protection , should shoot real bullets , like a real gun.

If you can have a gun, use a gun. If it is absolutely impossible to have a gun, then I suppose it's better than nothing.
If you need to use lethal force, nothing works quite like a gun.
If you don't need lethal force...Taser and/or a dog work really well. Anyone who has ever been in the vicinity of deployed pepper spray or pepper ball, will be affected by it. Regardless of who you are...aggressor or defender....you get pepper sprayed as well.

Brandishing what appears to be a firearm better shoot like a firearm
When you need to protect yourself not using co2 to do it
IF you are not legal to own then better than nothing perhaps
