The article says that "ride the lightning" means the electric chair (because the phrase was used in the movie The Green Mile), but the more common usage refers to using the Taser.

I understood the taser reference but didn’t know about the Green Mile reference. I took it as the cop was bragging about to tase the guy.

Supposedly he had no license plates. He had the temp paper ones but they were in the car, not on it. That's what I read on another site.
