And with that light of a sentence, he will be eligible for assignment to a minimum security "camp", where there is not even a fence, and residents are on their honor to not walk away. Such residents are even allowed work furlough, so it is possible to only be there at night for bed check. Under such conditions, it is possible for his handlers to make it appear as if he is actually there, but in reality simply residing with his wife in their RV someplace nearby.
