Removing foreign materials

I have a Marlin 1894, lever action, .45LC

I mounted a Red Dot on it by using a mounting rail screwed to the receiver.

I have done this with countless other rifles but this time when I removed the mount it left some kind of material on the receiver top. I can't tell if it's a paint transfer from the mount or some substance added to the mount to buffer between the mount and the receiver.

I tried WD-40, penetrating oil, etc to get it to come off. I'm having very limited success and am looking for suggestions as to something that might help remove this stuff. The WD-40 seemed to turn the substance white but won't remove it.

Is it excess thread locker? I’ve seen that as a common problem when removing scope mounts.
 
It very well could be. I used lock tight blue on the threads. i supposed it could have
seeped between the mount and the top of the receiver.

If that were the case, what could I use to cut through it and clean it off the top of my
receiver.
 
Heat is the easy way to release threadlockers. Around 400 deg it turns liquid again, so 250 deg would make it soft. Treat it like a piece of plastic. Just a old machinist here. Been there & done that!
A heat gun should just works fine!
Then clean up with RJ's finest :)

The acetone and the brake cleaner did not work. Used my wife's hair dryer to heat it. That didn't work but might just of not got hot enough. I got a heat gun coming in Sunday. If that doesn't work,
I'm going to hmmmmm, not sure, let hope it works.

Small butane torch,... just wave the flame over the loctite until you see it get soft when you poke it with a stick, or ?,... then wipe,.. repeat until clean.

Heating loctite frozen screws with a torch, is the only way I have found to loosen them up, safely.
