I have a 1100 with a 30" Remchoke barrel that is chambered for 3" Is it correct to assume that low brass trap loads will not cycle in the 3" mag barrel?

Remington notoriously under-gassed the 3" guns.
The 3" guns have one gas port, the 2-3/4 inch guns have two gas ports

If it were mine, I would simply open up the gas port by 20 thousands of an inch or so.

The magnum (3 inch ) 1100's are not under-gassed.
A magnum gun with a 3 inch chambered barrel works fine shooting 3 inch shells as it was designed.
They will not cycle 2-3/4 inch shells because the 2-3/4 inch shells don't expend enough gas to cycle the action.
That is why they put two gas ports on the 2-3/4 inch barrels. So it lets in more gas to cycle the action.
If you open up a gas port on a 3 inch barrel then you will have problems if you ever shoot 3 inch shells through it again. It will let too much gas in and will be harder on the action.

You are much better off just buying a 2-3/4 inch barrel and changing them back and forth depending on what size shell you are shooting.
That is what I do and have never had a problem one.
