This appears to be targeting the patriot movement. As the YouTube video explains, ham radio, FRS, GMRS and MURS are not secure communications.

The government is only looking at conservative Trump supporters, not BLM/Antifa. The radical leftists have been using Cheap Chinese Radios without being licensed, and are not being targeted.
