Personal Responsibly is the issue IMO.
People want pools but are not responsible enough to educate (themselves) on how to make and keep the pool safe, which includes teaching the kiddies. Same with firearms, driving, shopping at wally world etc. etc.........

Like I said. Even wild animals teach their young to survive. For whatever reason humans choose not to. It boggles my mind why not.

I'm supposed to build safeguards around my pool so everyone else can shirk their responsibility to their kids by not teaching them how to survive in water?

I don't think so.

I nearly drowned 3x in different occassions when I was a kid. I only told my parents after I graduated in college. I only learned how to swim as an adult when I started working. My kids are now good swimmers than myself.
