Since he believes contacting your congressperson does any good, It's really deflating when you write your representative, and you get a "Dear John, thank you for your concerns" letter.....and that's where it ends.
 
So some of these ‘rulings’ do not carry the weight of law, are merely ATF officials opinions or interpretations of existing rules regulations and laws...it takes an arrest and a criminal case to move forward in federal court?

Unfortunately that’s true. The FedGov can bankrupt an innocent person with legal fees, and they do it all the time. That tactic gives the ruling the “weight of law” because very few people can bear the cost of a defense in federal court, even when they’re not in violation of an actual statute. So they make a deal and take the conviction.
