Been in my house for 12 years in a NW rural area. I've used diatomaceous earth food grade for about 10 years of that and the last 6 years very little pesticide. I've had 2 scorpions and 2 centipedes found inside the house all in the process of dying when I picked them up with a paper towel the entire 12 years.
My neighbors on both sides have many scorpions in and out of their houses, have been stung more than once. I have no grass just desert landscaping on the property. The neighbors have plants around they water and both have vegetable gardens which attract crickets. Scorpions love crickets.
A 50lb bag of diatomaceous earth(food grade) NOT pool grade costs I think $40-$50 at a feed store and to me it lasts a year. I put it on heavy. Goes bad when it gets wet and the wind will disperse it after awhile. Food grade is safe for humans, pets etc but cuts hard shell creatures like scorpions, centipedes, ants spider to shreds like glass, dehydrates them and they die. I buy a gallon or pesticide at home depot and spray around the exterior doors on the house and garage mostly for termites. Dust around the house light enough and you shouldn't have any problems with HOA.
Just a FYI
