They probably did, but the rules of safe handling apply to all guns, not just loaded guns. There is no, "It's OK; it's not loaded" exception. Doesn't matter if it has been unanimously certified as unloaded by the 12-member Commission on Unloaded Guns -- don't point it at people. That's what happened in the Baldwin case. Several experts declared it was unloaded, but Halyna Hutchins got killed anyway. Don't point guns -- loaded or unloaded -- at people you don't want to shoot. This "expert" believes that there is an "It's OK; it's not loaded" exception.
