The explanation I have often heard is that (supposedly) it costs more in fuel and aircraft wear to ship it back than to simply make more.
 
If it's not a sealed case, the armory won't accept it. Easier to count cans then 1,000s of loose rounds.
 
You never know what you're gonna find at a pawn shop.

Back in the 90s, Shooter's World had an Uzi in the used guns case for $600. It had the short dummy barrel instead of the long 16 inch one. I put it on layaway and 3 months later, I went and picked it up. I was expecting to get the 16 inch barrel included. I wanted to go shoot it right away. But it only had the little fake barrel on it. Aw crap,...now I had to order one. I knew the price was too good to be true. But once I got it home and started messing around with it,...only then did I see the rifling inside the short stubby barrel. :shock: :think: :o

They had sold me an unregistered NFA weapon!!!!

Fortunately, I was able to pull the short barrel off and stick a legal barrel on there. (Yes,...that's exactly what I did. And no one can prove otherwise.)
