As you likely know, tons of this stuff go "missing" every year. Typically it is just bad record keeping and it is used up in training or other applications. Certainly some does indeed get stolen or walks away unauthorized. But 10 pounds is really quite nothing when it comes to missing explosives. So why the fuss? I suspect this is part of setting up for more "White men are evil/militia are terrorists" type of PR schit. Just more fear porn to keep people wound up.
