Now it is time to call the Governor. Tell him to replace McCain with either Kelly or McSally. McSally has a better chance of beating the dems, I think. So tell him to appoint Kelly. Just my thoughts.

He is probably waiting to see how the primary goes. Let the winner run against the moderate middle-of-the-road socialist, and appoint the loser to McCain's seat.
Or, offer the seat to the winner ("You don't have to worry about the general election") on the condition of a promise to support and campaign for the primary loser.

Given Ducey's predisposition I'd not be surprised if he's thinking Cindy or Flake...
Flake left because he felt he'd do better running for POTUS in 2020 but a free ride for another 4 years in the Senate wouldn't look too bad for him. Cindy is probably good friends with Ducey since they're both super rich and Arizonans.
