Must be a member of SAF or other partner organization included in the lawsuit.
Applicants must file the application with the sheriff or chief of police in a county in which they plan to visit in the next 12 months.
Must be a U.S. citizen or legal resident and not prohibited from possessing firearms.
Non-residents receiving a California permit can only carry handguns and magazines that are legal to possess in California.

What I have learned so far:
You need to take a 12-hour class, but you can take it online, without going to CA.
You need to hit a B-8 bullseye at five yards slow fire, but you can do the shooting locally, with a "certified" observer.
You need to be interviewed by a sheriff's deputy, but you can do it by Zoom.
You need to apply to a county sheriff. Some counties are more cooperative than others; I have heard Orange, San Bernardino, and Riverside are among the better ones.
You have to carry a gun that you qualified with -- by serial number. (That is, this particular .38 snubby, not just any .38 snubby.) OK to qualify with several guns.

It will likely cost a fortune, probably around $1000 total, for fees to CA, county, and CCW course organizer.

IMO, it's an outrage to pay that much (or any amount at all) for permission to exercise a constitutional right, but if you travel to CA a lot, maybe worth looking into.
 
Start calling and emailing the federal congressman, (not just in Arizona). Tell them to pass a National Reciprocity Law, just like drivers license. Push them as much as you can.

I'll see your reciprocity, and raise you constitutional carry. It is an outrage that we need to get "permission" from any state government to exercise a constitutional right. We don't get permits (reciprocal or not) to go to church, or be exempt from unreasonable searches, or read and post on arizonashooting.org.

Until that day, though, a person who has a job, or family, or other reason to go to California, has an option to be legal, and not be constantly looking over his shoulder.
