Turns out this government financial officer was (gasp) not honest and a fraudster. Golly,...I'm so shocked.
So while being investigated for various fraud and false statements and theft from government,...somebody realized that 2 machineguns that this guy had ordered for the police department and paid for with public funds ended up with him and not the PD.
