In an ATF leaked document, the ATF admits certain firearms, including all striker fired pistols like Glocks, the SIG P320, and AR type firearms do not fall under the statutory definition of a Firearm. This starts about the middle of page 5

Basically they want to require 4473 on purchases of "kits" and redefine a firearm.
