Instead of wasting the time/money to "mill down" a BC for a registered LL, you could simply source an SP1 style carrier. Plenty of them out there...

There is a guy on ARF.com that goes by "MGP".
He does a very clean job milling 9mm bolts.

ADCO is another functional choice.
