That's actually old technology. I remember taking my kids to a children's museum many years ago, where they had an "interactive" display at which you would talk into a telephone and it would repeat your voice back with a slight delay. Very hard to speak.
I guess what is new is that they have figured out a way to "weaponize" it.
 
Sounds like every phone call made from a ship to shore. You just have to focus on what you are saying, not what you are hearing.

Having used this, it’s a f***ing trip, but as [mention]smithers599[/mention] mentioned, old tech.
 
It's been around as a weapon against on-camera talent for a long time. I was on a video shoot years back where someone accidentally mixed a reporter's audio into their own in-ear monitor, so the reporter had their speech playing back in their ear with a slight delay for an entire live segment. It was not their best performance.
