I think the tyrants at the local level are simply looking at this as an opportunity for them to flex their status and want to be the hero and view independent actions as stealing their limelight.
But at the federal level,...my gut feeling is that this is about the region being non-Democrat. Also, apparently FEMA was tasked with spending their budget on importing the illegal voters, so they don't have enough funds to do the job for which they were created in the first place.
And since this is becoming clear to the locals on the ground now, their voting anger will need to be suppressed in 4 weeks,...so watch how the victims will be denied being able to vote.

This can both help or hurt. It creates an opportunity for masses of illegitimate ballots to be suddenly dumped on the elections department in the final hours, with no way to verify whether legitimate or not. Many displaced residents will be unreachable to query whether they actually voted via absentee or not - whether they dropped their ballot off in county X or Y or not,...but the last minute dumped ballots will be accepted anyway.
Never let a crisis go to waste, right?
If you pay attention to some of the still photos in this video, you see armed volunteers assisting in getting through to deep affected areas. Are they militia? Veterans? Who knows? Actually trying to find out if there are any militia groups doing this kind of volunteering. It should be documented, if so. In the internet age, if you ain't got pics or video,...it never happened.
