At 43 yards, he got 1 hit out of 5 shots. That is not "great" marksmanship, but it ain't bad. A good part of it was luck. He wasn't trying for a head shot; that was luck. That said, your luck improves when you are good. 43 yards is a hellaciously difficult shot with a pistol, so 1 hit out of 5 is what I would consider evidence of very good marksmanship.
(Note: he also had a perfect backstop -- a solid brick building -- so he knew his misses would not endanger anybody.)
I just got home from the range. (Yes, in the rain. If it ain't rainin', you ain't trainin'.) We shot at a steel silhouette at 75 yards, and were getting better than 50% hits, each of us trying to beat each other on the PACT timer. But those hits were all over the target, figuring a leg or arm shot at that distance is just fine. A great shot -- a Leatham or a Miculek or a Wilson -- expects 100% hits, and their head shots are intentional, not flukes. But anybody who can get any hits at all at 43 yards -- especially on the street and not on the range -- is a good shooter.
Where I really think this guy excelled is in the mental conditioning. Sometimes when you listen to a radio call, it sounds like a teenage girl at a boy band concert. This guy "sounded like he was ordering a pizza", which is the ideal. One of Jeff Cooper's Seven Principles of Personal Defense is Coolness, and man, he had that down.
I agree; cojones of steel. Give that man a medal.

It looked to me like the perp also had a wound at his lower left abdomen, even though the
ASP pair didn't see it/mention it.

...the cop had to be amped-up after the chase, and from impact of the crash...
...the miscreant was running/hustling in SOME manner..not stationary....

Exactly. Taking into account all the variables, I'd say he absolutely killed it (no pun intended). Critics gonna critique, I guess. It's just too bad he did so much damage before they got to him. RIP to all those lost.
