Can you truly BLOCK someone on G-mail?

The best I can seem to find is that the blocked addresses get dumped into my spam folder. Then, they will auto-delete in 30days, or I can forcefully delete them any time.

Is there an actual step I can take where the sender/s will get a message that they can no longer SEND anything to me?

At best you might be able to report a company to their ISP for harassment. You might have success with reporting individuals for harassment to their email provider.

But I'm unaware of a magic bullet that you can send to their provider that will no longer allow them to send you anything.

Honestly, you might already be doing what's best in having the messages sent to the trash directly or spam and allowing them to be purged normally.
 
Here is an option for you, create a filter:

-Create rules to filter your emails
-Open Gmail
-In the search box at the top, click Show search options
-Enter your search criteria
-At the bottom of the search window, click Create filter
-Choose what you'd like the filter to do
-Click Create filter

You can use the "forward to" option to send it back to them, or you can just delete it.

When I tried that last option, it said it will now ask permission from the recipient.
That just let's him know it's aggravating me, Grrrrrrr. So, I changed it to auto-deletion.
Hopefully that will save me the trouble of having to clear my Spam.
 
Good to know. I've used rules like that using Microsoft outlook but not G-mail so I didn't know about the permission thing.

You might be able to make a rule with auto-reply that says "emails automgically deleted, have a great day."
