Yes, I know that non-residents can get an I/D. THat said, if the buyer can present
TWO of a utility bill, lease agreement, Gov't mailing (DES, IRS, Maricopa County) or such
would YOU make the sale?

You do know the legally non of that is required for private sale in Az. However, You as the seller can require whatever you wish. You can just decide I don’t like the looks of the guy am not sell it to him.

The only legal standard you need to worry about is if you can articulate to anyone asking into the matter is whether you reasonably believed that they are/were a legal purchaser.

If what they present to you actually is convincing to you,...I say go ahead.

A state issued ID is good enough to satisfy FFL/ATF rules, it's good enough for me. When backpage was a thing and Armslist wasn't trying to actively destroy itself, I would also require an AZ CCW in my ads (keeps the riffraff away).

There may be more individuals with an out-of-state DL and an AZ ID than you think. Consider active duty military stationed to Luke AFB who are legal residents of another state. And show-birds who come to AZ in the winter and own a home in the area. I did that for 15 years while an Idaho resident and had an AZ ID. During that period, I purchased a number of weapons, LEGALLY, from local FFL gun shops . I'm a AZ resident now and may consider an AZ DL but any weapon I offer for sale states I want to see your AZ CCW.
