If they did hypothetically burn all of the ballots, it's my understanding that the state legislature is who certifies the vote for each state. If they can't confirm the count, or massive fraud is suspected, they alone can vote on behalf of their state for who their electoral college points will go to. Remember, the legislature in most of the contested states are majority GOP.
Another concern I had with the recounts is that they already trashed and burned a ton of the Trump ballots. We'll never get a true count, and the best we can hope for is to root out the massive amount of fraudulent and tampered ballots. Even if that's all we can do, Trump can still pull this off. And don't forget about the "glitches" with some of the voting machines that still need to be addressed.
