I overlooked several places that I should have upgraded. Upgrades probably would have raised the cost to equal or exceed the cost of building from scratch.

Same experience here about 10 years ago. The shell, walls, ceiling, roof, etc. was all excellent; 2x6 walls, great insulation, siding, roofing, etc. But, everything on the inside was crap; cabinets, floor covering, trim, fixtures, etc. If you could buy it as an empty shell and then finish it out however you like, that'd be the route I'd go if I did it again.

New Mexico is starting to look like a good option. I hear it is real cheap to register one there. Also tired of getting punished by the state for owning expensive cars and their vehicular rape scheme. I hear NM is 32-65 bucks a year based on year and weight only. That would save me substantially on some of the exotics I own. Just build a place there and drive or truck a couple cars here at a time.
