Yes. Back in the day, just because you arrived on the boat at Ellis Island was no guarantee you would be allowed into the Country. Many were sent back on the next boat to where they came from.

A muslim can't be both a good muslim and a good American, as the underlying principles of each are at direct odds with each other.

...and this would immediately end much of the crisis at the border, if we could just put them on a bus right away and take them back to the Mexico side...no need for detention centers with staffing, think of all the money we could save...Hey welcome to America, now get on the bus, gus...send them back enough times, they might get the hint and actually do the paperwork...pisses me off every time I hear someone crying about how we 'need a pathway to citizenship'...we already have one, it's called an N400, Application for Naturalization, pick up a pen and fill one out, we even print them in espanol...
