I think the point that he is trying to make is that with no real tools you can make a firearm. Kinda a thumb in the eye of the ATF over their frame & receiver overreach. The ATF has gone all in on if you have intent to make something than that something already exists and you are now a perpetrator.

I may, or may not, know someone who, as a pre-teen / early teenager in the '80s, got all absorbed in the Red Dawn era of things - and thinking that we were likely to get into a post-nuclear invasion war with the Soviet Union, spent some time trying to work out how to turn 12ga shells into warheads delivered by model rockets... If memory serves, they had decidedly less success than Mr. slam-fire-shotgun... but as far as I know they kept all their fingers and toes through the failures...
