The explanation I have often heard is that (supposedly) it costs more in fuel and aircraft wear to ship it back than to simply make more.

If it's not a sealed case, the armory won't accept it. Easier to count cans then 1,000s of loose rounds.

Back in the 90s, Shooter's World had an Uzi in the used guns case for $600. It had the short dummy barrel instead of the long 16 inch one. I put it on layaway and 3 months later, I went and picked it up. I was expecting to get the 16 inch barrel included. I wanted to go shoot it right away. But it only had the little fake barrel on it. Aw crap,...now I had to order one. I knew the price was too good to be true. But once I got it home and started messing around with it,...only then did I see the rifling inside the short stubby barrel.

They had sold me an unregistered NFA weapon!!!!

Fortunately, I was able to pull the short barrel off and stick a legal barrel on there. (Yes,...that's exactly what I did. And no one can prove otherwise.)
