pretty much above, individuals were appearing to be committed, problem is they have no basic say, except to pick up a pay check at end of week.
and the process does take too long, and regardless of what is said by them (feds, state) it is about eventual control and possible closing of areas. Some nice ideas, but me thinks a little policing on their parts in several well used areas , would eventually get some of the trash shooters under control and help keep areas open, but it is not their MO, it has always been in my opinion, to allow shiat to happen, then they just close it down without any attempt to resolve, its their way.
Still gonna be appearing to meetings and comment, cause i can, too bad others don't do the same, nothing like being a thorn,

This month, Bernhardt announced a proposal to open 1.4 million more acres to hunting and fishing at 74 national wildlife refuges and 15 national fish hatcheries. After a public comment period, he hopes to have the land open in time for the September dove season

Yah, well, what President Trump is doing, doesn't have much effect on the lefty deep state obammy employees who are still embedded in the bureaucracy,...gonna take a looong time to clean out the swamp,... imo.
