City Park open carry?

I was out at a city park fishing the other night with the kids and witnessed a rather strange encounter. The guy fishing about 30 feet away from me was open carrying what looked like a Glock. He was approached by what looked like a "Park Ranger" and was told to either place his firearm in his vehicle or to leave. Apparently a woman with a group of kids complained and the presence of a visible firearm was making her nervous. The guy just packed his gear up and left. Most likely the best choice given some of the heated discourse that took place between the guy and Ranger Smith....
I always carry, but keep it concealed so I rarely run into these kinds of issues. I have looked into the issue and cant really seem to find anything that nails down a city park and open carry vs preemption laws.
Anyone have any input on adding some clarity to the issue? Can you open carry in a city park? Attempt to educate Ranger Smith or tell Ranger Smith to get lost?

I believe Gov Jan Brewer back in her day passed a law saying you can carry open or concealed in parks and phoenix owned property with or without a permit. Now tell me if I'm wrong but that's what I remember reading. Was this in AZ?

All I now is, any legal possessor in the state of Arizona can open carry. I don't know if Surprise has passed a local ordinance contrary to state law.

Surprise seeks to be the westside Scottsdale and has a bit of an attitude. They even passed an ordinance making the discharge of an airgun within city limits a crime. Perhaps that was meant to keep airsofters from scaring the uninformed that there are militia dudes running around, but technically it means you can't even use your pellet pistol to murder soda cans in your back yard.

13-3108. Firearms regulated by state; state preemption; injunction; civil penalty; cause of action; violation; classification; definition
A. Except as provided in subsection G of this section, a political subdivision of this state shall not enact any ordinance, rule or tax relating to the transportation, possession, carrying, sale, transfer, purchase, acquisition, gift, devise, storage, licensing, registration, discharge or use of firearms or ammunition or any firearm or ammunition components or related accessories in this state.

Me things that the city of Surprise AZ needs to send their Park Rangers to re-education on rules and laws of the State of Arizona.

Me thinks citizens need to start exercising their Creator endowed inalienable human rights.
Non use, is a sure death for our RIGHTS,... being afraid to face down our employees, only empowers them to infringe further, imo.

City of surprise has no ordinance stating you cant open carry at city parks. Looked at the statutes and nothing is listed. Unless its posted on the park sign.

I wonder what the officer/deputy would have done if the open carrying citizen, demanded to have his complaint filed against the woman for making a false report, one without fact or foundation,... while accommodating the officer's/deputy's request to leave the area?
And if the officer/deputy refused to take the complaint,... get his badge number and proceed immediately to his station and file the complaint in person.
Seems like the only legal and reasonable way to deal with such people,...imo.

Agreed
If the rights of the person legally carrying were voilated filing a complaint would be the best way to handle it.

Well, if your recollection is correct,... then, the next Patriot infringed upon should file a complaint and have the ex-mayors executive order,... reversed!
