what it really boils down to is ''leadership'' hiring the good ole boy , or gal to be the person in charge does nothing to make a dept functional, or able to stand the post in situations like this, yes i understand far from the norm, but that is when true leadership surfaces, and succeeds in task, if the leadership does not stand the post, then the rank and file have to deal with it.
should there be accountability of the leadership ,hell yes, and every man on that team should look in the mirror and perhaps choose another profession, to blindly follow and leader who does not have the skills, well now, ...............you put a answer to it.
Its time that consequences become part of their job, failure constitutes some type of reckoning,
just my opinion, its probably not worth a dang think, but failure on their part surely cost many lives, that needlessly relied on them to do the job they signed on for.
heart breaking as it is, something should come of this..............other than just investigation, after investigation, qualified immunity needs to come to an end.

Qualified immunity doesn't even count in this, it's the Warren V. U.S. case that reads "police officers have no duty to protect". They were doing their job.
And yes, qualified immunity is another court precedent that needs to be overturned, make them buy malpractice insurance like a lawyer or doctor to become part of the profession, with a license.
Clyde, I hate to agree with you, but "no duty to protect individuals" is the LEO's job safety out. When it comes to active shooting, they duck and cover as well as anyone else. The few that do run to the sound of the guns should be honored by all, not impeded by "higher." But, the world (and municipalities) are what they are....
So, officers on scene roughly 3.5 minutes after shooting started. Three of them. Retreat from the shooting to the second level of cover and, ... Over an hour before effective response initiated. Sad, ...
how can these people look at them selves in the mirror every day, absolutely horrible, especially when they stopped individuals willing to face the problem, horrible, and imo should be held accountable in some sort of way.
