Apparently everyone seems to interpret the law differently.
Usually to agree with their side of the story or to be on the right side of their argument.
Me , I don't shoot in any municipality. Not even public ranges , so that doesn't effect me.
All my shooting is on private land or in the desert miles from anyone so the 1/4 mile rule doesn't effect me either.
Personally I read the 1/4 mile rule the Game and Fish have as for hunting and that is only without permission from the owner of the structure. If you do have permission from the owner you can shoot out of the windows if you want.

What's your definition of cheap? There was (possibly still is) an 80 acre parcel for sale in the Witch Wells area north of St John's that was listed at $24k OBO.
It is a fairly flat rectangle with some vegetation.
