What they need to do is institute a procreation license with those requirements. Want to have a baby, go pay a ton of money for registration, take all the required courses, that of course, need to be refreshed bi yearly and cost even more money. You can then get your license to procreate and start your family, and this has to happen for every pregnancy.

Hmm, wonder how they'd like that???? You know, kinda like the rules, regulations, and laws for guns huh???
