Huh, unless they abandon The Hague convention it’s going to be a real fine line as to how they can make a bullet more destructive against personnel.

They shouldn't just use one type of bullet. They need to use all different kinds of bullets, to enhance diversity and inclusion.

Mainly anti material rounds, the issue is they want more effective anti personnel rounds.
I think there was a big argument over using SMK type bullets (M852 and M118LR) back in the day due to it being open tip, it was argued it was just a part of the manufacturing process and not meant to be a hollow point as expansion was not the primary consideration.
