Sounds more like the modern version of Operation Alert from 1954! No need to panic.

It was a civil defense drill that took place on the same day in scores of major cities. Citizens in what were called the "target" areas were required to take cover for fifteen minutes. At the same time civil defense officials tested their readiness and their communications systems, and federal officials practiced evacuating from the capital.
Not a crazy one-off occurrence.

Back until the late 70's there where air raid sirens on poles all along east Grant Road in Tucson.
Every Saturday at 2:00 PM they would have a test and blare them

It went off about quarter after 11. It must've varied by carrier. My buddy got 1 message on his personal phone, and 3 on his work phone. 2 of which were in spanish...
