Friend of mine lives in North Phoenix, approx. 7th St./Thunderbird/Cave Creek.

Has an AR with a blast enhancer muzzle brake, which he wants to replace with a proper flash suppressor. Who is fairly nearby who can do that?

Thanks.

Your friend doesn't own a vise? That is a DIY for most gun owners.

Don't you also need to have a torque wrench and know the proper amount?

Not really....a little blue Loctite or Rocksett and a wrench is all you need to get the job done. Tight is tight...a flash hider does not require precision tools for installation.

Does he know what type of flash hider he wants? Some of them require timing, which is usually accomplished with spacer shims, which require a little more know-how.

He intends to use a take-off from a Colt.

if it doesn't need to be timed, then have at it, use a crush and give it a giddy up and go shooting, time will tell if its not tight, hehe, best to use some lock tite or similar as noted, unless its got a crush and you do actually crush. jmo

good luck with it, kitchen table smithing can be a hoot.

He'll need a new crush washer...it is designed to be "crushed" as you time the flash hider, so it needs to be replaced if it has already been installed. You don't really need anti-seize compound, but it can help.
