It was a photographer's vest. I believe protection details wore them to look like the press and carry bigger stuff with them (UZI, HK MP5K). It trickled down and people thought if the protection detail wear these, they must be the hot ticket item. But yes, they were the hot ticket item in the 1980's.
I remember when fanny packs were popular and they started making holsters version. When it fell out of fashion, it was old dudes that didn't know they went out of fashion and cops wearing them. If you were in you 20's and wearing a fanny pack, cop. Of course they are now back in fashion, so it doesn't apply now. My 25 year old co-worker thinks he is slick carry a pistol in his fanny pack while wearing his Magnum PI short shorts.
