Headstamp is 83 at 12 o'clock, 12 at 6 o'clock.
What is it? South African?

It is South African equivalent of M193 ball, PMP manufacturer. It's possible it could have been made in Israel by IMI since the South Africans buy/have produced a lot of ammo from Israel.
