I talked to this guy a couple years ago about his project. I was skeptical because he was not a gundude like you or I, but rather was simply philosophically in line with the idea of freedom. Thus, he was embarking on a whole new set of knowledge he needed to learn, as he had only bought his first ever reloading press a few weeks before to pursue this. I wished him well, and figured I wouldn't ever hear about him again.
As our friend Matt at Demolition ranch has shown on several videos solid copper 9mm will often defeat 3A armor. It looks like soft armor relies on deforming lead core bullets to stop them. The solid copper does not deform much and is able to pierce through. In this video subsonic speed 9mm solid copper goes through.
Russians have done this before.
They developed a 9X19 round called the 7N31 for their GSH-18 pistol back in the 90s.
Not quite as polished as your friends round though, I wouldn’t mind having a mag or two loaded with Dagny Daggers for “just in case” scenarios.
That probably should be 9X18. They also had one with a tungsten-titanium penetrator that would penetrate some plate armor. The poster above was right about Level III being able to stop "deforming lead core" bullets. It will stop most standard ammo but won't stop a stiletto, dagger or non mechanical broadheads. A Zwickey Eskimo or Bear Razorhead will cut through them like a hot knife through butter. Just wait till the libs find out about the "armor-piercing" arrows.
