Michelle Cebe, a coordinator for Wreaths Across America at Kansas's Leavenworth National Cemetery, has a personal mission to ensure that all Medal of Honor recipients in her region receive a wreath every holiday.

There are many Medal of Honor winners out there that do not have a head stone.

That is a wonderful and inspiring story.
A minor detail: the preferred term is "recipient" not "winner," as it is not a contest.
For example:
