I seen the list from the former AZCDL PAC leader Drake Mitchell. He must of have gone off the reservation. I worked with him at a couple of Gun shows up north years ago, he was really aggressive on pushing AZCDL membership.

What if the seller doesn't want to pay the 2.9%. It that negotiable or can the seller increase the price of an item by 2.9% ? Unless the buyer and seller agree up front, it may work.
